  • Introduction

A. Mandate

The purpose of this summary capacity building report is to communicate the level of effort / activities for conducting the sub-recipient grantee capacity building for the 15 ACEP grantees/partners. ASK Training & Consulting was mandated by CPI to support the ACEP grantees/partners with on-job support / hands on capacity building in the areas of M&E, Reporting, Strategic Planning, Financial Management and Procurement Procedures, all of which had been identified by CPI through prior interactions. However, ASK team further conducted on the identified gaps with the respective CSOs before addressing the gaps.

B.Scope of the Report

This report compiles and synthesizes information of relevance to capacity-building activities conducted by ASK team for the 15 ACEP grantees/partners. The report lists the ACEP grantees/partners and number of their staffs that have benefited from the capacity building in the identified capacity gaps by CPI and the immediate outcomes. The capacity building was conducted across four (04) thematic areas;

  1. Monitoring & Evaluation, Reporting
  2. Financial Management and Reporting
  3. Procurement
  4. Strategic Plan Formulation

Of the listed 15 CSOs for capacity building, 14 of them showed interest and complied with ASK capacity building team while one (01) was unavailable.  This gave a response rate of 94% which is above 80% the de facto standard

Specific Objectives of the Capacity Building
M&E and Reporting

1. Support CSOs to develop a framework that links project activities to outcomes and impacts (goals).
2. Develop indicators that effectively identify progress toward project outcomes.
3. Determine an appropriate method of analyzing, presenting and disseminating information to different stakeholder.
4. Enhance better quality and timely reporting .

Strategic Plan Formulation

1. Enhance knowledge of establishing concurrence around the desired results of the destined objectives.
2. To clearly enable the CSOs to move towards their goals as well as reviews and adjusts the overall direction of the organization in response to changing circumstances.
3. To enhance timely reporting of CSOs as CSOs will have to report as per the time-line in the strategic plan

Financial Management

1. To strengthen knowledge and implementation of basic financial procedures and systems that are required for efficient functioning of the CSOs.
2. To enhance CSOs management of finances and accounts more competently.
3. To enhance knowledge of description of vouchers for receiving payments.
4. Recognize types of financial reports and how to prepare and submit reports on time.

Procurement

1. Enhance a clear understanding and implementation of the procurement policy and management skills necessary for contract development, bid evaluation and contract administration.
2. Understand Procurement Management Functions.
3. Understand terms that are frequently used in procurement management.
4. Prepare and implement Procurement Planning.
5. Understand Bidding Documents.
6. Recognize Bidding Procedures.
