Project Completion Report – Evaluation of CMRS/PMRS database in MoEC

The CMRS/PMRS is a web-based database designed in 2017 to replace paper-based reporting methods, strengthen monitoring and reporting processes, facilitate inter-organizational communications, ensure timely implementation of development activities, and improve management, planning, and decision-making among its users. The system’s users include the Directorates of Economy, secondary provincial budget units, and other ministries and sectorial departments responsible for submitting project details, quarterly reports, and contact information.

Methodology

CMRS/PMRS Evaluation

ASK evaluated the CMRS/PMRS based on the DAC criteria (Relevance, Effectiveness, Efficiency and Sustainability) suggested in the RFP. ASK too evaluated CMRS/PMRS to what extent it is capable to be nationalized and the strength and weakness of the CMRS/PMRS.

Interview

Following a desk review, ASK conducted 44 key informant interviews and 5 focus group discussions. ASK assessed the CMRS/PMRS technically to find out its strengths and weakness.

Research

ASK received the contact details of the respondents with a delay and naturally it was difficult to find an appropriate time slot to conduct the interviews through phone with the PMRS users. ASK had to exhaust the list of the respondents provided to ASK by MoEC due to unavailability and staff turnover.

Rating

ASK conducted the technical review of the system testing it using various software and rated each criterion from 1 to 3 where 1 equal inadequate, 2 equals adequate and 3 equals strong. ASK provided recommendations for the indicators which were rated as 1 or inadequate.

Reporting

ASK analyzed the data and generated the report. However, the report development delayed to some extent due to serious illness of the consultant who was responsible to write the report. ASK had to wait for the consultant’s recovery. Another delay occurred due to unavailability of the MEC’s colleagues who were on holiday to share their feedback on the report.
