Final Evaluation of the Stimulating Private Sector for Economic Development Phase II (SPEDA II) Project in Badakhshan, Bamyan, Takhar-Kunduz, Baghlan and Samangan Regions
Aga Khan Foundation, Afghanistan’s (AKF-A) Stimulating Private Sector for Inclusive Economic Development in Afghanistan, Phase II (SPEDA II), financed by the Swedish International Development Cooperation Agency (SIDA), was designed to strengthen nine agricultural value chains in the northeast and central regions of Afghanistan. The project followed an inclusive Business and Value Chain Development approach and thereby, tried to reach various actors in the selected value chains through technical assistance, training, and linkage building. Overall, SPEDA II implemented development interventions that sought to contribute in:
- Enhanced agricultural productivity.
- Enhanced viability of business ventures in selected value chains; and
- Improved participation of women in the economy.

Objectives
With foreign aid declining and Afghanistan still struggling to attract private investment from abroad, Afghan entrepreneurs and Micro, Small and Medium Enterprises (MSMEs) remain the linchpin for the country’s development. Aga Khan Foundation, Afghanistan’s (AKF-A) Stimulating Private Sector for Inclusive Economic Development in Afghanistan, Phase II (SPEDA II), financed by the Swedish International Development Cooperation Agency (SIDA), was designed to respond to this reality by promoting domestic growth in nine agricultural value chains in the northeast and central regions of Afghanistan.

The project followed an inclusive Business and Value Chain Development approach and thereby, tried to reach various actors in the selected value chains including farmers, service providers, input suppliers, traders, relevant government departments and Business Membership Organizations (BMOs). SPEDA II provided technical assistance, training, and capacity and linkage building in order to facilitate employment opportunities, increased access to markets and levels of trade, and promote entrepreneurship.
SPEDA II was a three-year project beginning in November 2017 and concluded in September 2020.
